In the generally accepted professional terminology, the word "archives" written with a lower case "a" covers the documents still in use or retained in the creating agency, those stored in intermediate centres, as well as those transferred to Archives.

If any principle should govern archival theory, it is not the fonds, but rather the visualisation through description of functional structures, both internal and external: archival narratives about those multiple relationships of creation and use so that researchers may truly understand records from the past. If that is called the principle of (virtual) provenance, I shall not object, for it is the best continuation of the archival tradition of respecting the context of records.

Of all national assets, archives are the most precious: they are the gift of one generation to another, and the extent of our care of them marks the extent of our civilization.

The question of the archive is not a question of the past. It is not the question of a concept dealing with the past that might already be at our disposal. An archivable concept of the archive. It is a question of the future, the question of the future itself, the question of a response, of a promise, and of a responsibility for tomorrow. The archive, if we want to know what that will have meant, we will only know in times to come; not tomorrow, but in times to come. Later on, or perhaps never.

Archives record decisions, actions and memories. Archives are a unique and irreplaceable heritage passed from one generation to another. Archives are managed from creation to preserve their value and meaning. They are authorative sources of information underpinning accountable and transparent administrative actions. They play an essential role in the development of societies by safeguarding and contributing to individual and community memory.

Archives are documents which form part of an official transaction and were preserved for official reference.

De Archiefwet en bijbehorende besluiten en regelingen bevatten bepalingen voor het in goede, geordende en toegankelijke staat brengen en bewaren van archiefbescheiden. Of met andere woorden voor het op orde hebben en houden van uw totale informatiehuishouding. Zoals gemeld wordt vaak ten onrechte gedacht dat deze wet slechts handelt over historische documenten. Maar het gaat om een wet die in alle fasen van het gemeentelijke proces relevant is.

Democratie is een ideaal waarvan de realisatie via democratisering dichterbij komt. Of nog: democratie is een toekomstgericht project, is steeds in ontwikkeling. Een samenleving kan echter pas vooruit kijken als het verleden een plaats heeft, als ze kan buigen op een integer geheugen, zodat op een organische manier een collectieve identiteit kan worden gevormd. Archieven vrijwaren dit recht op een eigen geschiedenis en staan mee garant voor het geheugen van de samenleving. Al kunnen we ‘hét geheugen’ best tussen aanhalingstekens plaatsen.

Binnen het openbaar bestuur is formalisatie niet alleen gerelateerd aan een goede bedrijfsvoering, maar ook aan verantwoording aan politiek en burgers.
